The Louisiana Department of Agriculture and Forestry has announced its intention to revise the Commercial Feed rules and regulations. This announcement was made through a Notice of Intent submitted to the Louisiana State Register. The proposed changes, which involve several sections of the regulations, aim to incorporate recent statutory changes concerning raw milk and raw milk products in animal feed as outlined in Act 699 of the 2024 Regular Session.
Additionally, modifications from Act 101 of the 2024 Regular Session will be included. These modifications involve expanding the responsibilities of the state chemist to include annual assessments of protein value and other substances guaranteed as commercial feed. The term "guarantor" is defined under these changes, allowing a guarantor to apply for registration as a feed manufacturer and obtain authority to label feeds for sale in Louisiana.
Further amendments clarify what constitutes "adulterated" feed, particularly regarding health risks to humans or animals. New criteria are introduced for determining adulteration, including the presence of drugs defined by the Federal Food, Drug, and Cosmetic Act. Technical updates will also be made to ensure consistency with other sections within the same chapter and relevant statutory provisions.
The Notice of Intent will appear in the January 2025 State Register. Stakeholders are invited to submit written comments on the proposed rule changes by February 10, 2025. Submissions should be sent to Amy L. McInnis at the Department's Baton Rouge office.
