The Terrebonne Parish Sheriff’s Office announced on April 19 the arrest of two Houma residents following an investigation by the Special Victim’s Unit. John Schnieder Rodrigue, 41, and Samantha Margie Verdin, 43, were taken into custody on charges related to alleged sexual abuse at a local care facility.

Authorities said that deputies responded to a report of possible sexual abuse involving a resident with intellectual and developmental disabilities at the Houma-based facility on March 31. The initial investigation identified Rodrigue as the adult male involved in the incident after deputies interviewed the victim and confirmed details consistent with the allegations.

Due to the seriousness of the case, detectives from the Special Victim’s Unit took over and conducted a forensic interview. They gathered evidence confirming that sexual activity had occurred between Rodrigue and the victim. Further examination uncovered digital evidence indicating that Verdin also had knowledge of and was involved in the incident.

Medical professionals consulted during the investigation confirmed that because of a diagnosed mental disability, the victim is legally unable to provide consent. Rodrigue was arrested for Third-Degree Rape and remains in custody at Terrebonne Parish Criminal Justice Complex with bond set at $250,000. Verdin was charged as Principal to Third-Degree Rape and is held on $150,000 bond.

“Cases involving vulnerable victims are among the most serious and disturbing that our investigators encounter,” Sheriff Tim Soignet said. “We remain committed to protecting those who cannot protect themselves and will pursue justice to the fullest extent of the law. I commend our Deputies and SVU Detectives for their diligence and compassion throughout this investigation.”

Officials say no further information will be released while this ongoing case continues in order to protect both its integrity and victim privacy.
